Mayor Jonathan McCollar, City of Statesboro
Mayor McCollar recognized early on in his life a desire for public service and being a voice for the voiceless. His entire career has been focused on public service and he has had the opportunity to work with such stellar organizations as Educational Services of America, Goodwill Industries International, and The American Cancer Society and Georgia Southern University. In each of these capacities, he was recognized for his ability to be an effective leader. Since making history in 2017, when he was elected as Statesboro’s first African American mayor, Mayor McCollar has reduced the city’s poverty rate by 30% and cut unemployment by more than half. Mayor McCollar's vision for the city of Statesboro is for the city to become a destination class city that is thriving economically with a culture of inclusion. 

Kim Clifton, MSW, Executive Director, Coastal Georgia Indicators Coalition, Inc.
Kim Clifton has served as the Executive Director of the Coastal Georgia Indicators Coalition
(CGIC) since January 2025. Prior to her work with CGIC, she served as the Executive Director
of HALOS for over 17 years, where she spearheaded the development of the first program in
South Carolina supporting kinship families, attracting significant investments, while expanding
organizational impact through strategic community and state partnerships. The program
became a model for the state, and established kinship care as a recognized and supported
system in South Carolina. During this time, HALOS grew from a volunteer project to a highly
regarded nonprofit, earning the Erin Hardwick Award for Nonprofit Management Excellence.


Mayor Van Johnson, City of Savannah
As the 67th mayor of Savannah, Georgia, the Honorable Dr. Van R. Johnson II embodies purpose, passion, and a relentless commitment to people. In 2004, Mayor Johnson began his political career as the First District Alderman, a position he held for 16 years. Throughout his tenure, he championed equity, inclusion, and justice, using his platform to advocate for the underserved and underrepresented—the least, the last, and the lost. On the national stage, Mayor Johnson is the President of the African American Mayors Association, the 1st Vice President of the National League of Cities, and a member of the United States Conference of Mayors. A trailblazer in youth development, Mayor Johnson's visionary leadership as Director of the Chatham County Youth Commission for more than 30 years has shaped future generations. His mentorship has inspired the creation of youth leadership programs nationwide, including co-founding the Savannah Youth Council in 2004. Mayor Johnson's visionary leadership, humanitarian efforts, and transformative impact have earned him widespread recognition. Savannah State University conferred him a Doctor of Humane Letters, and he has been honored as one of Georgia Trend Magazine's 100 Most Influential Georgians for six consecutive years.

What’s Next, America? Deliberation, Community Development, and the Civic Work AheadFacilitated by the National Issues Forum Institute

As communities navigate change, uncertainty, and opportunity, how can we strengthen the civic muscles needed to talk, decide, and act together? This luncheon plenary will introduce What’s Next, America?, a national initiative that uses the nation’s 250th milestone as a springboard for deeper deliberation and shared local action. Through expert insights, community development perspectives, and interactive moments, participants will explore how deliberation can build trust, surface shared priorities, and support community-driven next steps.

Lunch will be available to registered attendees.

Martín Carcasson, Ph.D., is a professor in the Communication Studies department of Colorado State University and the founder and director of the CSU Center for Public Deliberation (CPD) and co-lead of the Deliberative Journalism Project.  He currently serves as co-chair of Braver Angels’ Civic Scholar Council and a Fellow with the Interactivity Foundation. His research focuses on helping local communities address “wicked problems” more productively through improved public communication, community problem solving, and collaborative decision-making. The CPD is a practical, applied extension of his work, and functions as an impartial resource dedicated to enhancing local democracy in Northern Colorado. Dr. Carcasson and the CPD staff train students to serve as impartial facilitators, who then work with local governments, school boards, and community organizations to design, facilitate, and report on innovative projects and events on key community issues.

Cristin F. Brawner leads the National Issues Forums Institute (NIFI), a nonprofit and nonpartisan organization dedicated to equipping, empowering, and mobilizing people to use deliberation to take action for the public good. Her career has focused on helping communities and our democracy thrive by building partnerships, designing programs, and strengthening the civic infrastructure that enables people to talk, decide, and act together.
Before joining NIFI, Brawner served as Executive Director of the David Mathews Center for Civic Life in Alabama. Brawner also founded the Southern Deliberative Democracy Network and is a former Associate with the Kettering Foundation. 


Hollie C. Cost is the Assistant Vice President for University Outreach & Public Service at Auburn University, collaboratively leading the Rural Health Initiative to improve healthcare access in rural Alabama. With over 25 years of teaching and civic leadership, she prioritizes inclusivity, sustainability, health and wellness, educational equity, and youth civic efficacy. Hollie has served as a Professor of Special Education and a special education teacher. Along with a team of stellar colleagues, she launched the Montevallo Junior City Council, Thrive Together Shelby County, the Montevallo Sister City Commission, Future Falcons, Montevallo Connection and other impactful initiatives. As mayor of Montevallo (2012-2020), she oversaw $10 million in capital projects. Hollie holds a Ph.D. and master's degree in special education from Auburn University. Her honors include Albert Schweitzer Fellowship Humanitarian of the Year and Alabama Main Street Hero. She was recognized as one of 25 Women who Shape the State in 2023. She serves as chair for the National Issues Forum Institute and a partner in Keys to the City Community Coaching.

Linda Seals is a Regional Specialized Extension Agent with the University of Florida/IFAS Extension who has spent more than 20 years helping communities tackle challenges, build partnerships, and create positive change. She leads statewide programs focused on civic engagement, facilitation, grant writing, and sustainable living, including the award-winning Community Voices, Informed Choices (CIVIC) program. Linda is passionate about bringing people together for meaningful conversations on complex issues and helping communities find practical solutions that work for them. Through her teaching, facilitation, and community engagement efforts, she has worked with thousands of Floridians and continues to support Extension professionals, local leaders, and organizations across the state.

Sheffie Robinson, Director of Business Incubation, Georgia Southern University Business Innovation Group (BIG)
Sheffie Robinson is the Director of Business Incubation at Georgia Southern University's Business Innovation Group (BIG), where she leads initiatives that expand business incubation and strengthen Georgia's economy through the Georgia Enterprise Network for Innovation and Entrepreneurship (GENIE). With 25 years of experience as a software engineer and expertise as a clinical sociologist specializing in workforce and economic development, she bridges technology, education, and business to create economic impact through ecosystem building and targeted programming. She also serves as a college professor of business and entrepreneurship, equipping students with applied skills for today's industry landscape. Sheffie is the CEO and CTO of Shamrck, a benefit corporation that uses artificial intelligence to prepare high school students in career, technical, and agriculture education pathways through project-based learning, internships, and apprenticeships. A serial founder, she has built social impact–driven organizations in FinTech, EdTech, HRTech, and AI/ML that have been funded by Google, Microsoft, and the U.S. National Science Foundation. Her ecosystem-building work spans organizations such as Founder Institute, The Farm, Norfolk State University, and 3 Day Startup, advancing entrepreneurship across collegiate and community spaces. Across every role, Sheffie's focus is the same: aligning education with opportunity so that people and communities can build lasting economic momentum.

Ande Noktes, CEO, Lucas Center for Entrepreneurship 
Dr. Ande Noktes moved to the Georgia coast in March of 2022 as the founding CEO of
the Lucas Center for Entrepreneurship. She is a social entrepreneur who, over the last
twenty years, has started three schools and coached hundreds of founders in growing
their impact. Her undergraduate studies were at Colorado State University, and she has
a master’s in philosophy from Assumption University in Thailand and an MBA from
Emory. Her doctorate is in public policy from Northeastern University where she
researched women entrepreneurs’ access to capital.
The Lucas Center serves over 350 entrepreneurs, founders, and nonprofit leaders each
year, and the Center has awarded over $250,000 in grant funds to help founders start or
grow their businesses. Most recently, the Center has partnered with the Golden Isles
Development Authority to launch a $500,000 loan fund for pre-bankable entrepreneurs,
closing the capital gap for many of the Center’s viable but not-yet-bankable businesses.
In addition to her work at the Center, Ande’s consulting company has supported dozens
of social enterprises, both for-profit and nonprofit, in strategic planning and growth,
communications and change management, leadership planning and board
development, and building and implementing mission-oriented revenue strategies.

Nick Palumbo, Executive Director, StartUp Savannah
Following a tour at Embassy Baghdad as a Special Agent, Nick came home and chose Savannah, fell in love with a neighborhood, started showing up to fix what needed fixing, and one thing led to the next: neighborhood association president, then City Council, then Chairman. He has served as Chairman of Savannah City Council since 2020 and led the 100% Clean Energy Pledge that made Savannah the largest municipal solar provider in Georgia, championed Tide to Town to connect 30 miles of trail across 62 neighborhoods, passed landmark animal welfare legislation, and led the adoption of Vision Zero to eliminate traffic deaths.  He leads Startup Savannah, where he and his team built a landmark accelerator from scratch: with an original curriculum, more than 30 partners, and a community of entrepreneurs. Savannah now ranks among the top 20 most startup-friendly cities in America. ​​​​​​
